The issue on developing the human resource should have been done properly years ago. In my opinion, such is crucial to help the nation able to compete well in the global business. However, it is not easy to do so and in need of massive effort, commitment and politic-proof so that it can not be corrupted. Only a good government can do so.

When it comes to developing the quality of human resources, I suppose there are a number of ideas can be suggested such as

creating an integrated system to help the laymen and the corporate who runs the company to give easier access for their employees for improving or updating their skills as well as having a better welfare.

implementing the supervision throughout the process run by the department of national labour as the party which is responsible for handling such matter.

on the grassroot level, human resource is closely related to education, so improving it for the whole nations, lower and higher education, especially for those living in isolated areas is necessary. Such might take a while as it needs sometime to adjust the bureaucracy and the system for accessing them, which also deals with facilities there.
