The city is the main goal to find a decent living, without realizing it there is a fact that living in the city is not as easy as one thinks. The reason is that there are various problems that commonly occur in cities, such as in the city of Serang which is the capital of the province of Banten where there are still many people who live below the welfare line and are still in the shadow of poverty. Many people have not found work in the city of Serang so that they cannot meet the needs of their families. In this case, it is not only parents who are looking for work, children also participate in work as well as being street children. In the city of Serang, street children are often found working due to several factors and even the number has increased. The Head of Social Rehabilitation, Serang City Social Service Office, has recorded that in 2020 there will be 500 street children in Serang City who are included in PMKS or People with Social Welfare Problems.

A child is a gift from God Almighty that should be protected and taken care of properly. Children have rights that must be fulfilled, such as the right to protection, the right to education, the right to a decent living, the right to health services, the right to feel safe and so on. This is in line with Law no. 23 of 2002 concerning Child Protection in Article 4 it is explained that every child has the right to be able to live, grow, develop, and participate fairly in accordance with human dignity and protection from violence and discrimination. In addition, Article 8 also explains that every child has the right to obtain health services and social security in accordance with their physical, mental, spiritual and social needs. Furthermore, there is Article 34 of the 1945 Constitution which states that the poor and neglected children are cared for by the state.

As has been described regarding children's rights, every child should have these rights. But in reality not all children get and feel the rights that children in general should have. Not all children can play and are lucky in life. Like street children who are often found in public places such as roadsides, terminals, red lights, under bridges and so on. Those are called street children. They have to earn money for food and school fees to help their parents. According to Adon Nasrullah (2015) street children are children who are forced or forced to do work on the streets such as selling newspapers, busking, shining shoes, scavengers, car cleaners or sweepers, hawkers, beggars, or various other jobs that earn money to support himself and his family. Street children can be interpreted as the age of children to teenagers who spend part or all of their time working on the streets.
