a) The social function of the song is to be the sound track of Aladdin movie. The song describes a new world that Aladdin and Jasmine feel when they are together.
b) In the first verse, he is speaking to a lady he refers to as his princess. He offers to show her the world and wants her to make a decision with her heart so that he can open her eyes and see the wonder which lies in a world different from this one, a new world which they can only see if they a ride on a magic carpet. This is an imaginary world and he is asking her to agree to his love overtures so that they can both experience ecstatic moment which will be akin to being in another world.
In the chorus, the new world is described as fantastic point of view, which means that it is an imaginary place which can only be pictured if one has a wonderful ability to imagine. The new world will be achieved or seen through the mind, and the perfection is created with a very good perspective and imaginative skills. They talk up the new world as a place where there is no negativity or restriction. It is indeed a place like no other.
