Government is the most responsible if Capital Flight happens in a country. Do you agree or disagree to the statement?

I agree with the statement that the Government is the most responsible if Capital Flight happens in a country.

Capital Flight is a situation where a big number of capital from foreign investment is liquidated and being transferred out of a country which will weaken the economy and the government through a loss of tax revenue. Capital outflows will also reduce the purchasing power of the people and can cause devaluation of major assets in the country.

There are 2 types of foreign investments: Foreign Direct investment (FDI) and Foreign Portfolio Investment (FPI). FDI is a direct investment where foreign investor put their investment directly into a country, such as: building a warehouse, buying buildings and make a join venture with a local business in a country, etc. FPI, on the other hand is an investment from buying stocks and obligations of a foreign country where they can buy and sell the investments anytime they want. This FPI is where the government of a country should pay a lot of attention to because FPI can cause Capital Flight which can damage a country economy. The government have to prioritize in getting FDI instead of FPI for this reason. FPI is a short to medium term investment where investors will take quick profits whenever they see opportunities. Also, FPI can also be completely liquidated whenever there is an instability of the country they invest in because they fear they will loose their investment from price dropping due to the insecure situations.

It is the government’s responsibility to fokus and encourage more Foreign Direct Investment (FDI) instead of Foreign Portfolio Investment (FPI). The Capital Flight can only happen if the government does not regulate and keep track of their FPI and FDI. The government have to provide various incentives for foreign investors to do business in the country, such as: tax breaks, easiness to get business permits, export-import tariffs breaks, etc. Also, the FDI can only enter a country if the government can guarantee a political stability of the country. Therefore, with a proper FDI and FPI management, the government can avoid the unnecessary Capital Flight which can damage the country economy overnight.
