In passive voice, you don't have to use 'by the subject / doer' if the subject is unclear or there's no specific identity of the doer like 'people', 'them', 'the citizens'. Based on the function, such kind of non-doer passive voice is used for passive sentences which tells about the process, changes, rules and regulation, assumptions or hypothesis etc. Here's the example of them: 
- process: The article is edited soon after arriving at the editor's desk. Next, it'll be given to the printing department. 
- changes: The old city hall has been pulled down. 
- rules: Appropriate clothing must be worn at the hotel lobby for the convenience of others.
- assumption or hypothesis: It is said that this house has been supernaturally possessed.
